Outlier Statistics Comparison
Senator Charles E. Grassley's office released a report on Friday March 13, 2009, prepared by the Government Accounting Office ("GAO"), entitled "Improvements Needed to Address Improper Payments in Home Health." Among other things, the GAO report discusses outlier payments that home health agencies collect from Medicare, which are additional payments made with respect to patients who receive particularly lengthy and expensive care. In Table 5 of Appendix I of its report, the GAO lists outlier cases for 2006 in the various states, expressed as a percentage of total completed Medicare episodes. The national average for outlier payments for 2006 according to the GAO was 4%. In her response letter to the GAO, Acting Administrator of the Centers for Medicare & Medicaid Services Charlene Frizzera states that the national average outlier payment in 2007 was 6%.
